Evolution of State Migration Policy in Post-Soviet Russia

The article is devoted to a comprehensive analysis of the formation and development of the state migration policy (SMP) in the Russian Federation from 1991 to present time. The purpose of the research is to systematize key stages of this process and to identify their determinants and results based on an interdisciplinary approach. The research methodology includes historical-genetic and comparative-legal analysis, as well as institutional analysis to assess the role of government structures in the implemented SMP. Based on a critical review of a wide range of scientific sources, as well as regulatory legal acts, conceptual documents and reports, the author proposes an original five-stage periodization of SMP. The evolution of politics is seen as a transition from the passive, reactive, and humanitarian-oriented model of the 1990s to an active, pragmatically selective, and then to a tightly controlling and ideologically loaded migration management system subordinated to the tasks of demographic and geopolitical positioning. The paper proves that modern Russian migration policy is a hybrid mechanism where economic regulation tools are inextricably linked with the logic of security and the concept of the "Russian world". The scientific novelty lies in the synthesis of an analysis of the regulatory framework, institutional reforms, and ideological discourse, as well as in the use of a wide range of previously unpublished open sources and other materials to justify the periodization suggested by the author.
