Administrative and Police Registration of the Population in the Russian Empire (on the Example of the Tauride Province)

The article considers the issue of introducing the practice of maintaining administrative and police records of the population in the Russian Empire. Relevance of the study is explained by the absence of research into this issue in Russian historiography. The author relies on documentary and archival sources. It is shown that the first experience of collecting quantitative information on taxable categories of the population by police officers took place back in the 1830s. But with the abolition of audit records in the middle of the 19th century, it was critical for the government to quickly obtain data on the population, the collection of which was entrusted to the police. Demographic data were needed not only to develop the main directions of domestic policy, but also to recruit the Russian army. For the Tauride province, administrative and police records of 1858 and 1863. made it possible to further assess the scale of human losses during the Crimean (Eastern) War of 1853–1856. The author makes a conclusion about the importance and relevance of administrative and police records.
