Origins of the social policy in Germany

Abstract

The introduction of the mandatory social insurance in Germany in the 1880’s defined the development of the social policy in Europe and other regions for the next century. If the reforms of the 1880’s are well studied in both Russian and foreign science, the earlier measures of the social policy in Germany are less known. The aim of the present article is to review the entire history of emergence of the social policy in Germany till the end of the XIX century. The article relies on the comparative and historical approach, analysis of legal documents and institutions, and describes the development of norms and practices of the social policy in Germany and their significance. The system that was created in the 1880’s was based on principles of corporate solidarity and mutual help, as well as town programs of support for the needy, that could be traced back to the Middle Ages. Presented information about the history of the social support in Germany is valuable for studies of social policy, charity, self-organisation.
