От «триумфа демократии» к «тирании алгоритма»: новые вызовы демократии в эпоху цифровой революции

В современном мире происходит фундаментальная трансформация политических процессов под влиянием стремительного развития генеративного искусственного интеллекта. Цель данной работы – оценить масштаб и характер воздействия передовых цифровых технологий на архитектуру демократического выбора, анализируя переход от классических моделей волеизъявления к алгоритмически управляемой реальности. Актуальность исследования обусловлена необходимостью осмысления новой экономической логики политической коммуникации, где предельная стоимость создания убедительного контента стремится к нулю, а механизмы «сикофантства» и микротаргетинга создают угрозу эпистемологической безопасности общества. В статье на основе эмпирических данных глобального избирательного цикла 2024 года исследуется практика применения синтетических медиа и дипфейков, ставших повсеместным инструментом политической борьбы. Особое внимание уделяется феномену «дивиденда лжеца», который подрывает доверие к институтам власти, и рискам становления «алгократии», где ключевые решения принимаются непрозрачными моделями транснациональных корпораций. Авторы приходят к выводу, что сохранение демократии требует не просто адаптации к новым условиям, а проактивного построения демократической инфраструктуры ИИ, способной перенаправить технологический потенциал с манипуляции на усиление гражданского участия.
