Russian State Policy in the Arctic Zone of the Republic of Karelia in the Context of the Socio-Economic Development Strategy until 2030

Abstract

The article examines the implementation of the state policy of the Russian Federation in the Arctic zone of the Republic of Karelia through the prism of the regional Strategy of Socio-Economic Development until 2030. The study focuses on how the federal priorities of Arctic policy – infrastructure development, stimulating investment, ensuring regional development and improving the quality of life of the population – are implemented in the northern regions of Karelia. The analysis shows that the inclusion of a part of the republic into the Arctic zone of the Russian Federation has created conditions for a systemic modernization of the economy and social sphere and for the integration of regional programs into the framework of national Arctic projects. The purpose of the article is a comprehensive analysis of the implementation of the state policy of the Russian Federation in the Arctic zone of the Republic of Karelia through the prism of combining federal priorities and the regional Strategy of Socio-Economic Development of the Republic of Karelia until 2030. In the context of increasing global competition for Arctic resources and the strategic importance of the Northern Sea Route, Karelia acts as a unique subject of the Federation for the implementation of mechanisms for adapting national goals to the specifics of the bordering northern region. The authors analyze the state policy in the management of the territories of the Karelian Arctic, which occurred after the incorporation of the territories of North Karelia into the Arctic zone of the Russian Federation. The paper examines the transition from the traditional extensive model of natural resource development to the policy of forming high-tech clusters and diversifying the economy from the point of view of political and public administration.
