Digital Registries as a Tool for the Formal Institutionalization of Lobbying in Latin America

The article discusses the experience of Latin American countries that have implemented legal regulations for lobbying. Within the framework of global political digitalization, state authorities are deploying online mechanisms to control lobbying communications between interest groups and individuals involved in decision-making processes. Based on case studies from Colombia, Mexico, Peru, and Chile, the paper highlights the mechanisms for establishing digital registers of lobbying activity. The authors discuss the legal framework for lobbying regulations and their impact on the effectiveness of lobbyist registration systems. They focus on the content of information displayed in the register, as well as on the actors whose activities are subject to registration. The research is concentrated on two fundamental aspects: the composition of registry data and the classification of entities subject to registration. Considerable attention is devoted to the practices related to registry management, particularly the procedures for data entry and the sanctions imposed for violations.
