The Problem of "Sugar Famine" in the Russian Periodical Press during the First World War

With the outbreak of World War I in the Russian Empire, it became necessary to create a well-functioning system that combined elements of administrative and market mechanisms for obtaining food from its producers and ensuring its sale to the population at affordable prices. The article identifies the causes and factors that predetermined the emergence of a sugar deficit during the war, and also examines government measures aimed at combating the "sugar famine". The main source of interpretation of the problem was the periodical press. In it, government measures aimed at preventing the growth of sugar prices were heavily crticized, and the issue of reorganizing the system of sugar production management and distribution was regularly raised. It is no coincidence that the Ministry of Finance monitored newspaper publications, considering them as a source of information both on the situation with sugar supplies and on the mood of the population in connection with the problems that arose. Periodical materials were also used in the process of finding solutions to overcome the "sugar famine" in the country.
