The article examines the education and the initial period of activity of the Belgorod branch of the All-Russian Society of the Deaf, created in 1954, which went through a rather difficult path, solving the difficult problem of socialization of hearing-impaired citizens, being the successor of the experience of the past and the bearer of the values of the present. The story is about the provision of social and medical assistance to the deaf and dumb in Russia in the pre-revolutionary period, which was based on the traditions of charity and guardianship. However, in the Soviet and post-Soviet periods, approaches to them underwent a serious revision. State support has become the basis for rendering assistance to disabled people. From the first days of its existence, the Belgorod branch of the All-Russian Society of the Deaf became part of the socio-political system of the country, which gave the specifics of its activities (from the selection of personnel to daily work). The purpose of rendering assistance to disabled people was to create conditions and opportunities for their entry into society as full citizens.
