Рассматриваются проблемы развития и деятельности Индийского национального конгресса (ИНК) в годы правления в Британской Индии вице-короля лорда Элгина. На основе отчетов о ежегодных сессиях ИНК реконструируются позиция Конгресса в отношении политики Элгина, особенности взаимоотношений ИНК и власти в конце XIX в., основные направления деятельности ИНК в Великобритании (нашедшие свое выражение в работе Британского комитета ИНК и Индийского парламентского комитета) и Индии. Сделаны выводы о неудовлетворенности Конгресса политикой Элгина, нарастании противоречий между разными течениями внутри индийского национального движения.
